Griesbach Memos

Westcorp claim this is an Epcor billing error. While this is not the case, the bill was issued fine to CLC.
All requests to Epcor for proof of these charges and request to personally pay them have been denied.

Interesting turn of events.

Seems in the first memos that were set out, they claim the charges will vary between household. In this second PDF memo below they state that it's now a static fee.

They also claim that the fees are covered under the Bulk water agreement.

This appears to only state that utility charges issued by the provider to the resident that remain unpaid by the resident will be transferred back to the owner. In this case unless otherwise agreed upon, the Owner was charged, not the Resident. Epcor did not and will not charge the residents, this is even noted in the above PDF memo Westcorp sent out. The Owner attempting to use this clause in the this situation is unfair. Nothing in this clause specifies anything about Epcor storm water drainage. It's a protection clause to protect against accounts that might go delinquent in my understanding. I've contacted Epcor and no charge-back has been sent on behalf of our account. Furthermore this agreement appears to only cover residential consumption, I'm not sure how storm water drainage in anyway constitutes as residential consumption. How much storm water have you consumed lately?
